"Health, everyone's concern” conference summary:
Additional financial resources alone will not provide the necessary improvements to our healthcare system

Montreal, November 4, 2011- Additional financial resources alone will not provide the necessary improvements to our healthcare system, but better organization and management of the public system will. That was the main takeaway from the Health, everyone's concern conference, which was held in Montreal on November 2 and 3, and attended by over 250 experts, citizens and stakeholders from local and international health care systems.

Can our healthcare system change?

"Our healthcare system can, and must change," stated Michel Venne, executive director of the Institut du Nouveau Monde (INM) who co-organized the conference with CIRANO and the Canadian Health Services Research Foundation.

“Throughout the two-day conference, inspiring examples of system improvements pertaining to better performance were presented. Among them were initiatives from Denmark, the United Kingdom and closer to home, in Ontario. These examples confirmed that there is room for improving the performance and efficiency of our public system to provide faster access to healthcare for all,” added Claude Montmarquette, president and CEO of CIRANO.

Necessary conditions for improving the system

Event organizers agreed that several conditions, as opposed to just one, are needed to improve the performance and sustainability of the Quebec healthcare system. First, we must improve our understanding of the system by increasing comparable data collection and by multiplying practice evaluation. Then, it is essential to reorganize services towards more efficiency and review governance mechanisms, and to rethink the way money moves through the system by creating incentives to reward good results among others.

Leading up to the conference, CIRANO and the INM planned on combining their economic and social approaches to address the important issue of our public health system’s efficiency and its long-term financial sustainability. Association with the Canadian Health Services Research Foundation further ensured a first-class scientific framework. The controversial issues of the role of the private sector and user fees were deliberately set aside to focus on more generally agreed-upon options.

“It takes time to change the system.  The next step is to continue discussions in order for society to reach a consensus on the changes to be made, thereby allowing politicians to lean on this consensus to implement the necessary changes,” concluded Michel Venne.
